Born in New York City in 1914 and educated at Harvard, Simon took over the family real estate management and development business in 1935. In 1961, with the proceeds from the sale of a family property, Carnegie Hall, Simon purchased 6,750 acres of land in Fairfax County, Virginia, which would become Reston, Virginia. The materials in the collection were collected and assembled by Planned Community Archives, Inc. (PCA), of Reston, Va. PCA was a non-profit organization comprised of individuals dedicated to collecting records documenting the origins of planned communities for scholarly study. The materials were placed on deposit at George Mason University Libraries beginning in 1986.
